Driving Health Forward Announces Priorities for Mobile Healthcare Expansion

Campaign Unveils Plans at 21st Annual Mobile Health Clinics Conference in Louisville, Ky.
Louisville, Ky. (September 15, 2025) – Driving Health Forward, a national campaign to promote healthcare system change, announced at Mobile Healthcare Association’s 21st Annual Mobile Health Clinics Conference a series of new campaign initiatives and sector-specific recommendations. These plans focus on addressing barriers to expanding mobile healthcare and increasing the delivery of essential mobile care to communities across the country.
These initiatives and recommendations were developed through robust research, targeted conversations, convenings, and focused workgroup sessions following the campaign’s launch in February, and are designed to build a sustained, systems-level approach to growing mobile healthcare.
“The moment for mobile healthcare is now,” said Donald Blanchon, strategic advisor for Driving Health Forward and former CEO of Whitman-Walker Health System. “By addressing the barriers that have long stymied mobile healthcare from growing to fill gaps in health access, we can bring care to people and communities across the country in a high-quality, lower cost, and financially sustainable way.”
The Driving Health Forward campaign's key initiatives are:
A Call for Systems Change: This initiative recommends producing a comprehensive, research-backed brief that makes the policy case for expanding mobile healthcare as a high-quality, low-cost, and financially sustainable solution. The report will highlight how this approach can ensure access to care and mitigate some of the negative consequences of recent federal changes to Medicaid.
Policy Brief Series for Mobile Healthcare: A monthly series of policy briefs would provide specific recommendations and solutions to common barriers in mobile healthcare. Each brief would also identify opportunities to support the sector's growth.
"Proof of Concept" Pilot: A multi-state learning collaborative is being considered to test and pilot mobile healthcare as an effective, financially sustainable response to current access-to-care realities. This pilot could also explore how mobile healthcare can address the future consequences of recent federal Medicaid policy and funding changes.
The campaign is also advocating for two initiatives for the mobile healthcare sector overall to strengthen it and position it to scale. These include:
Best-in-Class Mobile Health Programs: Develop a strategic business roadmap as a best practice planning guide to help potential and existing mobile healthcare organizations ensure they are delivering high-quality, impactful care, with a realistic path to financial sustainability.
Mobile Healthcare Certificate of Excellence: Develop and distribute a new national certificate of excellence initiative for mobile health clinics that adopt the best practice recommendations.
“We run the risk of 35 rural hospitals closing in Kentucky because of Medicaid cuts. Not only will Kentuckians need to travel hundreds of miles to get essential services, but thousands of care providers will lose their jobs and our local economy will needlessly suffer,” said Kentucky Lt. Governor Jacqueline Coleman. “Governor Beshear and I are committed to working with organizations like Appalachian Regional Healthcare and supporting initiatives like Driving Health Forward, to bring mobile healthcare to our communities, get our people the care they deserve, and save lives.”
Lt. Governor Coleman is speaking at a plenary session at the Mobile Health Clinics Conference.
The initiatives and recommendations will guide Driving Health Forward's efforts to create a more accessible healthcare system for communities around the nation.
